The Importance of ‘Sovereign-Nepal’-Dirgha Raj Prasai


The freedom of expression holds a significant position in the multiparty democratic politics. Liberalism, tolerance and freedom of expression are the properties of multiparty democracy. However, in Nepal the instability seen with the political parties have rendered the nation’s situation weaker. No one has been able to point out clearly what the destination of the leaders of the political parties that have come to limelight since 2006. They do not have their fundamental viewpoint. Here the leaders follow the directives of foreign intelligence agencies. The so-called intellectuals including the Maoists, Nepali Congress and UML do not want to find a solution although the nation is about to perish in the swamp of disintegration. Nepali Congress despite its image that evokes the essence of constitutional monarchy and parliamentary democracy has adopted the path of republic like Hindus have left ‘OM’, and brought crisis upon itself. Congress and UML have become Maoists’ horse. Due to their political nonsense, the Maoists are riding on the Congress and UML. What defects were there in 1990 Constitution that they had to seek a new constitution through a Constitutional Assembly (CA)? Couldn’t we have carried out amendments and change on the 1990 Constitution through an elected parliament? The acts these leaders have done are misleading.

The Maoist party, Congress and UML launched the agitation in name of CA by taking money from foreigners. CA’s election took place. After the CA all the leaders are fighting each other. The nation has reached a dangerous mode. A new constitution has been impossible now. There will not be any agreement between them; the Maoists will not lay down their arms; the culprit- Jhalanath will not resign from his Prime Minister’s post. How can constitution be drafted in this short time when it could not happen in three years? This is only a way to siphon off money from state treasury. Regardless of who says what the trap laid by the Maoist have worked well to ambush Congress and UML. Maoist position is no better as it is like a pumpkin sprouting on a steep slope. The current crisis is a result of the wrong elements residing on the leadership positions and thumping foreign intervention. The state must punish those, who ever they may be, whom have bargained to sell the nation to make foreigners glad.

The power-worship shown by late Girija Prasad of Nepali Congress after 2005 is the major cause of such a consequence as this retrogression. Girija Prasad who had become Prime Minister after 1991 scoured the nation in order to suppress the leftist elements due to which Maoist rebellion took birth. Girija was responsible for escalation of Maoist rebellion. He was the same guy who shouldered the Maoist with the support of Indian intelligence agency after 2005. Girija’s lust for power is the cause behind this crisis. Girija had claimed that the nation will become like a heaven after the CA is guided by his inner vested selfness to reign as President. It is like-‘a wolf lamb’s clothing’ which is described in ancient book ‘Panchatantra’ A greedy visitor’s story (Kanakanna Lubdha Pantha Katha).

Madhav Nepal, Jhalanath Khanal like UML leaders are on verge of peril. After the CA election all parties including the Maoist, Congress and UML have fallen in the ambush laid by foreigners. Due to the traitors, the golden world of Nepal is crisis ridden. Incapables who had never heard the word ‘constitution’- the corrupted, red passport smugglers, electricity thieves and murders became the CA members. They have no regards for nationality and democracy. In 1975 Sikkim was dissolved into India through similar CA. They are playing the same game against the existence of Nepal. In reality there will be no new constitution; neither will it be allowed. If the situation persists the nation may plunge into a civil war on this contentious issue of drafting a new constitution.

Nepal is without a destination on a dangerous turn with the issues as republic, secularism, federalism and ethnic autonomy. The people’s uprising in 2006 did not demand a republic. Had there been a demand for republic the agreement with the monarch on 24 April, 2006 would not have taken place, and a different struggle for republic would have continued. Why had a victory celebration been called by supporting the agreement then? Girija Prasad who was appointed the Prime Minster by the King and whom had led the people’s uprising had taken oath of office on 1990 Constitution from the King. How was the agreement broken? Who had broken the agreement? We all have a common question- Can the agreement reach within the framework of national politics be broken without a cause? The crisis and chaos that riddles Nepal is this cause as well. In political maneuverings we see many mistakes. A politician has the responsibility to realize such mistakes and give the nation a right course. However, Nepal’s culprit leaders despite committing crimes do not want to correct their mistakes. This is the seed of retrogression of this country.

The Maoist leaders are not able to say what the line of the Maoist party is. The internal party feud in Maoist is worsening. These are the reasons why the parties are unable to come to a common understanding on Nepal’s nationality. Although Maoist is the largest party it is in crisis. It does not have a programme neither a role to save the nation. They have already fallen into the suicidal path with their pledges for federalism, ethnic autonomy including others. The Maoist’s arms and the People’s Liberation Army (PLA) has become hostage to indecision. I have a feeling that the conflict between two factions inside the Maoist-one supportive of Indian intelligence agency and the other of Nepal’s sovereign independence will decide. In that moment the influence of the patriots will seal the fate of wrong elements. Nepali people will never support foreign intervention in any form, neither a dictatorial system. After 2006 the leaders changed their hide from one that of opportunists to reactionaries, which has endangered Nepal’s independence.

The unfortunate development is that the Nepal Army, which had maintained its status as the guardians of nationality since Prithvinarayan Shah, has become stooge of anti-nationalist elements. The national army has maintained a role of mute spectator waiting for international support even as the nation is about to drown. Such a national army we do not need! It is establishment of anarchy to try to recognize the Maoist army on the level of Nepal Army, which has served with life to protect Nepal’s sovereignty. India, America and the United Nations do not want to consider Nepal’s sensitivity. They are planning to push Nepal into a civil war. It is through the whirlwind of CA that Nepal is being pushed into a civil war which had plagued Afghanistan. In such situation, Nepali Army should not become a stooge of traitors following in the direction of foreigners to become Afghanistan, Cambodia and Sikkim which has lost its dignity.

Nepal’s major headaches are anti-nationality and corruption. The people’s uprising of 2006 has given nothing to Nepali people; whereas the state has been betrayed. Is it the achievement of the uprising to cause suffering for the people? What did the people gain other than anarchy, insecurity, inflation and establishment of the system of looting? Nepali Congress, UML and Maoist have only learned to fight for allowance, facility and their share? They are in a situation that is reflected in the story- ‘the story of merchant of ghee and sward’ (‘Ghieu Bechuwa ra’ Tarbar Bechuwa’). Their talks range from the topics of independence and democracy, republic and People’s Republic? During the past days they used to seek the King’s support at times of difficulties. After the success of the uprising they forcibly proclaimed secularism, republic and federalism pursuant to foreign directives and funding. Today the royal institution has been sidelined. They have all become unsuccessful. Where will they seek support now? Will these activities that have created crisis plunge Nepal headlong into the conundrum of civil war as witnessed in Cambodia and Afghanistan? What kind of politics is this? Thieves, dacoits, kidnappers, murderers and criminals are wearing the mask of democracy, and they have ripped the people and the nation off dignity by sucking their blood.

Nepali Congress leader and former minister P.L Singh writes- ‘The activities of the big parties directed to destroy democracy in name of democracy and destroy the nation by chanting the Mantra of the CA. The CA consists of a drove of people who finished the constitution (1990). The 1990 Constitution was pushed towards the cremation site. The 1990 Constitution was not abolished by the people. For the people the 1990 Constitution is still appropriate. CA is on verge of murdering the constitutionalism. CA has lost its morality and status. Even if it gives constitution it will not be acceptable for the Nepali people (June 21, 2011 edition of Kantipur daily).” So Nepali Congress, UML, Maoist, civil society activists, and those supportive of RAW and CIA ought to be punished for turning this holy land into a battle ground. Capital punishment is not the solution. But, among these traitors at least 40-50 could be imprisoned at the Zoo. They should not be given any grains for they are predators; they ought to be fed in meat, salt water and medicines. We could also manage medicine to save them from illness. These traitors can be exhibited before the international visitors from around the globe taking 1 Rs. Tax. If such a punishment is handed to them then for thousands of years such traitors will not take birth.

Similarly, Nepali Congress leader Pradeep Giri writes, ‘B.P Koirala’s past belief (before 1976) that there is no relation between the royal institution and nationality was reformed positively in the favor of the royal institution in terms of nationality. He had started advocating that to fend off the dangers impending over Nepal’s nationality it was imperative that reconciliation with the King be carried out. Now the royal institution is abolished. The nation’s problem is increasingly serious and hard. The issues of nationality, common lives and all-pervading peace have been left neglected. The class, regional, ethnic and linguistic ill-thoughts have strengthened. Violence is increasing in the society; the state and the government is naïve’- (Kantipur, June 22, 2011). In reality thieves, dacoits, kidnappers, murderers are wearing the mask of democracy. They are ripping the nation and the people off their dignity, and they are sucking the blood of the nation.

The royal institution has fought with imperialist forces to lead the unification of greater Nepal and protect this garden of four tribes and 36 sub-castes. The attempt to dispose of such institution and Nepal’s identities one by one is causing this retrogression. We are the inhabitants of the same country as we are and we are of same relation to each other. This maxim relating to unity among Nepali people ought to have been kept at the central focus as a base to reach an understanding; instead foreign agendas are given priority subsequently resulting in the failure of Nepal’s politics. If the country is to be provided with a solution the mistakes committed at the political level and crimes must be taken into consideration, and new views ought to be forwarded, so as to maintain a balance between Nepal’s nationality and democracy. Only in this way of nationality and independence can we find solution.

It will not do until we seek a path of solution rather than look for new constitution through this CA which will not draft it regardless of how many times it has extended its term. The RAW and CIA’s agenda- the CA is bogged down with controversy. We cannot keep the nation hostage to indecision for too long. We have fallen into the trap because we displaced the base pillars of Nepal without taking into consideration the geographical and ethnic facts. The options are clear before us: we can either choose to return to the 1990 Constitution with the royal institution or create a new road map under the direction of the King to rid ourselves from this CA. We must find solution immediately.
